Five ways to build an MVP app in Lebanon, priced from public sources, with the scope Voxire puts inside a fixed $8,000 build and what it cuts on purpose.
A $3,999 MVP and an $8,000 MVP are not the same product at two prices. HyperBrain Labs sells a production MVP from $3,999 in about 21 days, freelancers listed on Furrsati quote $2,000 to $4,000 for a simple one-platform build, and the floor on our own mobile app development page is $8,000. The difference is what the scope leaves out, and who holds the keys when Apple says no.
Below, each route a Lebanese founder can take is priced from its public source, followed by what Voxire puts inside a fixed-price MVP and what we cut before the first line of code.
How much does it cost to develop an MVP app?
In Lebanon, a first-version app costs from about $600 to $12,000, depending on who builds it. Building it yourself on FlutterFlow costs about $600 in year one, a Furrsati freelancer quotes $2,000 to $4,000, and a fixed-price Voxire MVP is $8,000 to $12,000, with both stores included.
Here is how the four outside routes compare on the points that decide a first build.
| Route | Who builds it | First-version price | Code and accounts | Release |
|---|---|---|---|---|
| DIY on FlutterFlow | You | $39 a month on Basic, plus store fees | Code download included on Basic | You submit to both stores |
| DIY on Bubble | You | $42 a month on Mobile Starter, billed annually, plus store fees | No code download listed on the plan | Paid plan required to publish |
| Freelancer via Furrsati | One developer | $2,000 to $4,000 in fresh dollars, simple MVP | Whatever the contract says | Usually one platform first |
| HyperBrain Labs | Offshore studio selling into Lebanon | From $3,999, about 21 days | Repo and accounts in your name | Scoped builds only |

The fifth route is ours. Voxire quotes an MVP as a fixed $8,000 to $12,000 over 8 to 14 weeks, built by one Beirut team that designs and codes in the same room, shipped to iOS and Android together.
The DIY number is real but narrow. Twelve months of FlutterFlow Basic at $39 a month is $468, the Apple Developer Program adds $99 a year, and Google Play charges a one-time $25. That makes $592 before a single hour of your own time is counted.

The agency rows look expensive next to the DIY rows until you price the founder's hours. A non-technical owner who spends a season learning a builder has paid for the MVP twice: once in subscriptions and once in a launch that slipped. Our full breakdown of build costs by app type is in the mobile app cost guide for Lebanon.
What is MVP in app development?
An MVP, or minimum viable product, is the smallest version of an app that lets real users finish one valuable task. Its job is to test a single business assumption with people who could pay, such as whether clinics will book through an app instead of WhatsApp. Screens that do not serve that test belong to version two.
Google shows the same two questions to anyone in Lebanon searching for an MVP builder: what it costs, and what it is. The next question in the box, which companies build apps here, has its own answer in our comparison of app development companies in Lebanon.

At Voxire the test is written down before design starts. We name one user, one journey, and the number that will tell you the MVP worked. If the founder cannot name the number, we are not ready to quote.
What goes into an $8,000 MVP, and what gets cut?
In our own published pricing, an $8,000 Voxire MVP buys one complete user journey on both app stores, built to a fixed written scope. It covers a single customer role with a basic admin view, bilingual screens, one React Native codebase and both store submissions, delivered in the 8 to 14 weeks our service page publishes.
What we put in, every time:
- One core loop, end to end. The user signs up, does the one thing, and comes back.
- Arabic and English from the first screen. Retrofitting right-to-left layouts later costs more than building them once.
- An admin view your team can use. A simple list with an edit button is enough.
- Crash reporting and basic analytics. Without them the MVP cannot answer its own question.
- Store listings and submissions. Apple and Google review is part of the build, not an extra.
What we cut on purpose:
- Loyalty points, referral codes and in-app chat.
- A second user type, such as drivers or vendors, unless it is the core loop.
- Card payments, when cash on delivery or a Whish transfer can test demand first.
- Dark mode and onboarding carousels.
Payments are the cut founders argue with most. Our service page lists four card gateways we integrate, and each one adds merchant onboarding on your side before a single test charge. When the MVP's question is whether people want the product, a manual payment step answers it faster. Anything that moves money under Banque du Liban rules follows the separate path in our fintech app guide.
The stage-by-stage timeline, including review queues, is in how long it takes to build an app in Lebanon.
Should a Lebanese MVP be a mobile app or a web app?
Build a web app first unless the core feature needs the phone itself, such as push notifications or offline use. A web MVP skips store review and yearly developer fees, so it tests demand sooner and costs less to change when the first users prove you wrong.
If the app does need the phone, plan for Android. StatCounter puts Android at 72.9 percent of mobile devices in Lebanon in September 2026, against 27.1 percent for iOS. That split is why we build one React Native codebase for both stores rather than an iPhone-only first release.
Do not split the difference with a website wrapped in an app shell. Apple's App Store Review Guideline 4.2 asks for features that elevate an app beyond a repackaged website, and apps that fail it may not be accepted. A wrapper is not a cheap MVP. It is a rejected one.
Can you build the MVP yourself on FlutterFlow or Bubble?
Yes, if the product has one simple flow and you have evenings to give it; the tools cost about $40 a month. FlutterFlow Basic is $39 a month with code download, and Bubble Mobile Starter is $42 a month billed annually, which Bubble requires before TestFlight or Google Play testing.
Two platform rules catch DIY founders. Apple's guideline 4.2.6 rejects apps made from a commercial template service unless the content owner submits them, so the developer account must be yours. And Google Play requires personal accounts created after 13 November 2023 to run a closed test with at least 12 testers opted in for 14 days before production.
Those 14 days do not move. Recruit the testers while the app is still being built, not on launch week.
When a founder brings us a working no-code prototype, we treat it as the specification rather than the codebase. It has already done the expensive part, which is proving which screens matter.
Who owns the MVP when the build is done?
You should, and the contract has to say so before the first payment. Ownership means the code repository and every account the app depends on sit under your company's name. That includes the Apple and Google developer accounts and the cloud backend, with the developer added as a member you can remove.
HyperBrain Labs promises the client owns the code and accounts from the first day. On our side, source code ownership and handover are written into the signed project agreement, as the FAQ on our service page states, and the store accounts are opened in your name. A Furrsati freelancer can offer the same, but only if you ask in writing.
The account question is practical, not legal. If the Google Play account belongs to a freelancer who stops answering, your app cannot be updated.
What should you actually do this week?
Write one sentence that names your user, the one task they complete, and the number that proves the MVP worked. Then write the cut list: every feature you want that does not serve that sentence. Bring both to any quote, ours included.
Open the Apple Developer Program membership at $99 a year and the Google Play account at $25 in your company's name. Start a list of 12 testers today, because Google's closed test needs them for 14 straight days.
Then get two fixed quotes against that one page. A quote that changes the scope you wrote is telling you something.
