App Developers in Lebanon: What to Check Before You Sign

Thirty-seven app development companies in Lebanon carry a median client rating of five stars on GoodFirms. That rating tells you nothing about the question that decides whether the project survives: who ends up owning the thing you paid for. Source code, the Apple developer account, the signing keys. Most Lebanese buyers find out the answer after the relationship goes cold.

The directories rank on reviews. Reviews measure how the work felt, not what the contract said. Those are different things, and only one of them still matters two years later.

Which companies are considered the best for app development?

The honest answer is that the directories cannot tell you. GoodFirms lists 37 mobile app development companies in Lebanon as of September 2026, with a median client rating of 5 and a median hourly rate of $37. When the median rating is a perfect score, the rating has stopped sorting anything.

What sorts them is the paperwork they are willing to sign. Ask three firms for their standard development agreement before you ask any of them for a quote. The one that sends it without hesitating is already ahead. The one that says it will "handle the legal side later" has told you how the handover will go.

How much does it cost to hire an app development company?

Lebanese rates cluster low by regional standards. The $25 to $49 per hour band covers most of the 37 firms GoodFirms tracks, with a handful quoting $100 to $149 and outliers above $200. The median sits at $37 an hour.

Rate is the least useful number in the conversation. A firm at the bottom of that band that rebuilds the same screen four times costs more than one at twice the rate that scopes it once. Ask for the estimate in days per feature, not a single project total. A total hides the assumptions. Days per feature exposes them, and lets you cut scope yourself instead of negotiating a discount.

How do you check that a firm actually built what it shows?

Open the App Store listing for every app in the portfolio and read the seller name. If the firm built it under the client's account, the client's name appears. If the firm is showing you an app and its own name is the seller, ask whether the client ever took ownership.

Two more checks take five minutes each:

• Look at the "Updated" date on the listing. A portfolio of apps last updated in 2023 tells you what post-launch support looked like
• Read the one-star reviews, not the average. Crashes on a specific device, a login that stopped working, an update that broke checkout. Those are engineering signals, not customer service ones

Then ask for one reference whose project ended badly. Every firm with real history has one. A firm that claims otherwise is either new or editing.

Who owns the source code when the app is finished?

Whoever the contract says owns it. If the contract is silent, you are relying on goodwill.

Three clauses settle it:

The assignment trigger is the clause people get wrong. "On completion of the project" and "on payment for work performed" read similarly and behave nothing alike. If you pay for four months and the relationship ends in month five, the first version hands you nothing.

Ask for repository access in week one. Not a zip file at the end. A live repository you can see commits landing in tells you the project is real, and it removes the handover as a negotiating lever.

Whose name appears as the seller on the App Store?

The company that owns the developer account. Apple states it plainly: your organization must be a legal entity that can enter into contracts with Apple, and "your organization's name will be displayed as the seller name of your apps on the App Store."

If your agency enrolls under its own account and publishes your app there, the agency is the seller of record. Your customers see the agency's name. More to the point, the agency controls the listing, the updates and the removal.

Transferring an app between developer accounts is possible, and it is a process with conditions rather than a button. Opening the accounts in your own name at the start avoids all of it.

What does a Lebanese company need to open the developer accounts?

More than most buyers expect, which is why agencies offer to handle it.

Apple requires organizations to hold a D-U-N-S Number, the nine-digit business identifier issued by Dun & Bradstreet, so it can verify the entity's identity, legal status and address. Apple does not accept trade names, fictitious business names or branches. The registration has to match a real Lebanese legal entity, an SAL or SARL, and the name on that registration is the name on the App Store.

The fees then recur on different schedules:

Apple's is the one to plan for. It is an annual charge in USD against an international card, renewed every year for as long as the app is listed. Lebanese businesses have spent six years working around exactly that kind of payment. Decide now whose card it sits on, and write it into the contract, because the year it fails to renew is the year the app disappears from the store.

What happens to the app after it launches?

It stops working, slowly, unless someone maintains it. Apple and Google ship annual OS releases and periodically raise the minimum SDK an app must target to stay in the store. An app nobody has touched in eighteen months is not stable. It is expiring.

Settle four things before signing:

• Who holds the signing keys and the account credentials, and where the recovery details live
• What a bug fix costs after launch, and how fast it ships
• Which OS versions are supported, and what happens when Apple drops one
• What happens to your data and your repository if the agency closes

That last one is not a hypothetical in this market. Ask it directly.

What should you actually do this week?

Four steps, in order:

1. Ask your three shortlisted firms for their standard development agreement, before any quote. Read the IP assignment trigger first
2. Open the Apple and Google developer accounts in your own company's name. Start the D-U-N-S lookup now, because verification takes longer than the build's first sprint
3. Require a repository in your own account, with your access from week one
4. Get the post-launch terms in the same contract as the build, not a separate conversation after delivery

None of that requires a lawyer to draft from scratch. It requires you to ask before you sign, when you still have the leverage.
