Website or App for Your Business in Lebanon? 2026 Costs

Most Lebanese businesses should build a website before an app: here is what each costs in 2026 and the repeat-visit test that tells you when an app is worth it.

Build the website first. In September 2026, StatCounter recorded 51.91% of web traffic in Lebanon coming from desktop computers and 47.16% from phones. A website reaches both halves on day one. An app reaches only the phone half, and only the people who already liked you enough to install it.

That is the core of the decision, and most of the pages ranking for this question skip it. They compare features in the abstract. A Lebanese owner needs something narrower: what each option costs in dollars, how customers here actually find a business, and the point at which an app starts earning back its build.

Is it better to have a website or an app?

For most Lebanese businesses a website is better, because Google can find it, it opens on any device, and it costs a fraction of an app. An app earns its place later, once the same customers come back every week, need phone features like push alerts or offline use, and already know your name before they search.

Think of the two as different jobs. A website is how strangers discover you. An app is how regulars come back faster. A clinic, a furniture showroom or a law firm is visited a few times a year by each client, so nobody keeps its app on their home screen. A coffee chain with a loyalty card, a gym that books classes, or a pharmacy handling repeat orders is a different story.

When owners ask us for an app, our first question is how often one customer would open it in a month. Below four times, we usually advise a website, and the budget difference goes into getting found.

Can I put my business on Google without a website?

Yes. A free Google Business Profile puts you on Search and Maps with a name, category, location and phone number, and the website field can stay empty. It wins "near me" searches. It also gives you one page that Google controls, with no room for full prices, a menu or booking.

Google's own sign-up steps ask for those basics and then a verification. Do it this week whatever else you decide. It is free and it is where a large share of local discovery starts.

The limit shows up fast. A profile cannot rank you for "wedding venue with parking in Jounieh" or "kitchen renovation price Beirut", because those searches land on pages with real content. That content lives on a website. Profiles also change under you: Google decides which fields appear, and the profile editing rules can shift without notice.

What does each option cost a Lebanese business in 2026?

Store fees are small but permanent. Apple charges a $99 annual membership to publish on the App Store. Google Play takes a one-time US$25 registration fee. Neither fee is the real cost. The real cost is that an app is software you maintain on two platforms, through every iOS and Android update, for as long as it is live.

When does a Lebanese business really need an app?

You need an app when customers use you weekly and the phone itself does part of the work: scanning, location, push alerts, offline access or a stored wallet. If your app would only show the pages your website already shows, Apple's reviewers may reject it, and your customers would ignore it anyway.

That rejection risk is written down. Apple's App Review Guideline 4.2 says an app should offer features that lift it "beyond a repackaged website". A brochure in an app wrapper is exactly what that rule targets.

Then there is the platform split. StatCounter puts Android at 72.9% of mobile use in Lebanon and iOS at 27.1%. Ship on one platform and you lose a large share of customers. Ship on both and you test, release and support everything twice.

Commission worries are often misplaced. Apple's guideline 3.1.3(e) requires physical goods and services used outside the app to be paid through other methods, such as card entry or Apple Pay. A restaurant or a shop pays Apple nothing on orders. The reduced 15% rate in Apple's Small Business Program matters only if you sell digital content inside the app.

The businesses that pass this test in Lebanon tend to look alike. They have a loyal base, frequent orders, and a reason to send a notification someone wants to receive. Wallets like OMT and Whish are apps for that reason. A boutique hotel usually is not.

Is a PWA a middle ground between a website and an app?

Yes. A progressive web app is a website that customers can add to their home screen, that can send notifications and keep working on a weak connection. It skips store approval and fees, and Google still indexes it. For many Lebanese businesses that want an app feel, it is the sensible first step.

The short version: start with a PWA when your users come back often but the product does not depend on deep phone hardware. Move to native later, once usage data proves the demand. An existing site can often be extended into a PWA without a full rebuild, which is one of the cases where a website redesign pays for itself twice.

What about WhatsApp, Instagram and the delivery apps?

They are rented channels that sit on top of your website, not a replacement for it. WhatsApp handles the conversation, Instagram handles attention, and Toters or Talabat handle delivery orders. None of them gives you a page you own, a customer list you control, or a ranking on Google.

The audience on those channels is large. DataReportal counted 4.58 million social media user identities in Lebanon in October 2025, equal to 78.1% of the population. That reach is real, and it is also why a restaurant rarely needs its own ordering app. The delivery platforms already sit on customers' phones.

What the website adds is the place every channel points to. A WhatsApp catalog link, an Instagram bio and a Google profile all need somewhere stable to send people, with prices, location and a way to book or buy. What should you actually do this week?

Claim your Google Business Profile, then build or fix a fast mobile website before spending anything on an app. Track for three months how often the same customers return. If regulars open your site several times a month, that number is your business case for a PWA or an app.

  1. Verify your Google Business Profile and fill every field, photos included.
  2. Check your current website on a mid-range Android phone over mobile data. If it is slow or broken, fix that first.
  3. Add a WhatsApp click-to-chat button and a clear price or menu page.
  4. Measure repeat visits for 90 days.
  5. Only then brief an app, with the repeat-visit number in the first line of the brief.
