What the bands buy is more useful than what they cost. At SAR 1,800 to 5,000 you are funding roughly fifteen to thirty hours a month: a technical pass, a Google Business Profile that is actually maintained, and two or three pages of new content. At SAR 8,000 to 15,500 you get a writer assigned to your account, link acquisition that involves a human sending emails, and someone who notices when a competitor ships a new template. Two reasons, and neither one is greed.

Saudi Arabia is two search markets inside one country. A bilingual campaign carries close to double the content cost of a monolingual one, because Arabic pages have to be written, not converted. That difference is structural, not a markup. An Arabic page needs a writer who works in Arabic, an editor who can catch register mistakes that a translation tool will not, and keyword research done against Arabic queries rather than against translated English ones. Three separate people, or one unusually good one. Agencies that quote the same number for bilingual and English-only work are almost always planning to run your Arabic through a tool and hope.

The second reason is that the competitive set moved. Riyadh categories that had four serious players in 2022 now have twenty, several of them funded and running in-house teams. Price tracks the work required to move a position, not the agency's postcode.

Do You Need Arabic, English, or Both?

Decide it by looking at who signs the cheque in your category. Government, healthcare and consumer retail search in Arabic. Enterprise software, logistics and construction procurement lean English, as does a large share of Riyadh's expatriate professional market. Most businesses need both. Almost nobody needs them in equal weight.

Getting this wrong costs money in a specific way. A site that publishes Arabic and English versions without hreflang annotations leaves Google guessing which one to show, and Google's own documentation is explicit that you should tell it rather than let it infer.

Translating your English pages word for word is the other common failure. Saudi buyers do not search the literal Arabic rendering of your English keyword. They search the phrase they would say out loud, which is usually shorter and built on a different verb. What Separates a Serious Proposal From a Weak One?

A serious proposal names the pages it will change. A weak one names deliverables. "Ten blog posts and twenty backlinks" describes activity, not intent. Ask which queries the work targets, where those queries sit today, and what the agency expects them to do by month six. A vendor who cannot answer that has not looked at your site.

Google publishes guidance on hiring an SEO, and one line in it settles most arguments: if an agency guarantees you first place, find someone else. Nobody controls the ranking. The same page recommends giving a new agency read access to Search Console before write access. Insisting on that is reasonable, and how a vendor reacts to it tells you a great deal.

There is a short list of things a real scope document contains, and a proposal missing all of them is a brochure. It names the target queries. It states the current position for each. Anything faster is usually one of two situations: a category nobody else is working, or a site that had a technical fault and finally got it fixed.

The first ninety days produce almost nothing visible. That is normal. It is also when most retainers get cancelled.

Do Riyadh, Jeddah and Dammam Need Separate Pages?

Only when something is actually different in each one. A city page earns its place when there is a branch behind it: a local number, staff on site, and photographs that are not stock. Three thin pages with the city name swapped will not outrank one strong page, and Google has been discounting that pattern for years.

Saudi city-level demand is real and it is not confined to the capital. Dammam and Khobar carry their own query patterns, and so does Jeddah. Regulated categories behave differently again, which is why pharmacy chains need a separate playbook rather than a generic local build.

Shortlist three and make all of them answer the same brief. Give each the same five target queries and the same access, then compare what comes back. Proposals differ in ways a rate card will never show you.

Check three specific things. Whether they have ranked something in Arabic and can show you the URL. Whether the contract lets you keep the content and the data when it ends. Whether the person who pitched is the person who will do the work, which in this market is frequently not the case.

Local knowledge matters more here than in most markets. An agency that has never handled a Maroof listing, a ZATCA-compliant checkout, or the way Saudi buyers use WhatsApp to close a sale will be learning on your budget.

What Should You Actually Do This Week?

Open your Search Console country report and filter it to Saudi Arabia. If you already have impressions sitting at position 20 to 40, you have demand and a visibility problem. That is the cheapest problem in this article to fix, and it usually responds inside two quarters. If you have no impressions at all, you have a content problem, and that is a twelve-month build rather than a three-month one.

Then settle the language question before you request a single quote. It moves the scope, and therefore the price, further than anything else on the brief.
