Google allows one Business Profile per staffed branch and service areas of about 2 hours of driving, so ranking in Riyadh, Jeddah and Dammam is a per city decision, not a keyword list.
Two out of every three people in Saudi Arabia live in just three regions, and most regional SEO plans ignore that fact. The 2022 census counted 8.59 million people in Riyadh region, 7.77 million in Makkah region and 5.13 million in the Eastern Province, out of 32.18 million. That is 66.8 percent of the country in three places. Where you rank inside those three matters more than any national keyword.
The harder truth is that Google caps how far one business can reach on the map. Most agency pages selling "SEO in every Saudi city" skip that part. This post covers what Google allows and how to sequence the big cities without paying for work that cannot rank.
What is regional SEO in Saudi Arabia, and how is it different from local SEO?
Local SEO wins the map results for searches near one location. Regional SEO wins searches across several cities at once, usually through a mix of Business Profiles and organic pages. The difference matters in Saudi Arabia because the three main markets sit far apart and search differently. A Riyadh buyer types "الرياض" or a district name like Al Olaya; a Jeddah buyer types "جدة" or Al Rawdah. Regional SEO is the plan that decides which cities get a real presence, which get a page, and which get nothing yet.
Can one Google Business Profile rank in Riyadh, Jeddah and Dammam?
No. Google's Business Profile guidelines allow one profile per staffed location. A service area should not extend farther than about 2 hours of driving from where the business is based. Google's service area help page adds a ceiling of 20 service areas and one profile for the whole area served. Virtual offices are not eligible at all.
So a company based in Riyadh cannot list Jeddah as a service area and expect the Jeddah map pack. Jeddah is roughly a day's drive away, far outside the 2 hour rule. Google says its local ranking rests on relevance, distance and popularity. Of those, distance is the one factor no agency can buy.

This is why the map pack is a per-city decision. If you want Jeddah map traffic, you need a Jeddah address with staff who receive customers during stated hours. Everything else has to come from organic search.
Do you need a separate page for every Saudi city?
Only for cities where you have something different to say. Google's spam policies name doorway abuse directly, including pages targeted at specific regions or cities that funnel users to one page. Ten copies of a service page with the city name swapped is that pattern.
A city page earns its place when it carries facts the other pages cannot:
- The branch address and phone for that city, matching the Business Profile.
- Delivery times or pricing that differ by city.
- Photos of work done in that city, with district names.
- Reviews from customers in that city.
- Arabic copy written the way that city searches.
If a city page has none of these, merge it into a regional page and link to it from the service page. One strong page beats six thin ones.
Can hreflang target Riyadh or Jeddah?
No. Google's hreflang documentation supports ISO 639-1 language codes with an optional ISO 3166-1 country code, such as ar-SA. There is no code for a city. Google's multi-regional guide treats country as the smallest unit you can signal with tags.
Inside the Kingdom, regional targeting comes from the Business Profiles you hold and from what your city pages say. Setting ar-SA and en-SA correctly still matters. It tells Google the pages are for Saudi Arabia rather than Egypt or the UAE. It does nothing for Dammam versus Riyadh.
Which Saudi cities should you target first?
Start where the buyers are and where you can prove presence. The census split below is the first filter.

Riyadh region holds 26.7 percent of the population and Makkah region 24.1 percent, according to the same census figures. The Eastern Province adds 15.9 percent. Madinah and Asir follow at 7.4 and 6.3 percent. Almost every Saudi buyer is online: DataReportal counted 34.4 million internet users at the end of 2025, 99.0 percent of the population.
The second filter is your own operations. A clinic with one branch in Riyadh should own Riyadh completely before writing a word about Jeddah. An online store that ships nationwide can target all three cities organically from day one. Its product and delivery pages can name real delivery times per city.
How much does multi-city SEO cost in Saudi Arabia?
Cost scales with the number of real locations, not the number of city names on a proposal. Published agency pricing shows the spread. StandardTouch lists local SEO from SAR 2,500 a month for one city up to SAR 15,000 a month for multi-location work. The riyal is pegged at 3.75 to the dollar, so the top of that range is $4,000.

Can a business outside Saudi Arabia rank in Saudi cities?
Yes, in organic results, and never in the map pack. Google's guidelines exclude virtual offices and remote mailboxes, so a Beirut or Dubai company with no Saudi branch has no profile to rank. That rules out the local pack. It does not rule out page one.
Lebanese exporters, software firms and service companies selling into the Kingdom win through content. The pages must be written in Saudi Arabic rather than Levantine phrasing. What should you actually do this week?
Write down every city where you have staff who receive customers. That list is your map pack ceiling, and no agency can raise it.
Then do four things:
- Check each Business Profile's service area against the 2 hour rule and remove anything outside it.
- List every city page on your site and mark which ones carry a unique address, reviews or delivery facts.
- Merge the pages that carry none into a regional page.
- Confirm your Saudi pages use ar-SA and en-SA hreflang, pointing to each other.
If the list from step two is short, you have found the reason Jeddah or Dammam traffic never arrived.
