How Clutch and Sortlist order Lebanese web developers, what their lists leave out, and the checks that matter before you sign a quote.
The first names you see for web development companies in Lebanon are often firms that paid to be there. Search the phrase from Beirut and most of page one is directories: Clutch, Sortlist, TechBehemoths and The Manifest. Their lists look like rankings. Parts of them are advertising, and the rest leans on review counts that most Lebanese firms do not have.
That does not make the directories useless. It means you have to read them the way their own rules describe, then do the checks they cannot do for you. We build websites for Lebanese businesses, so we sit on the other side of these listings every week. What follows is how we would shortlist a developer if we were the buyer.
Which company is best for web development?
The best company is the one whose past work matches your project and whose quote you can hold them to. No directory can tell you that from a star rating. On Clutch's Lebanon page, read on 2026-09-29, the listed minimum project size runs from $1,000 to $250,000, and hourly rates run from under $25 to $199. A firm built for bank portals and a firm built for restaurant menus both appear on the same list.
So start from your scope, not from the list. A clinic that needs bookings in Arabic and English has different needs from a retailer that needs Areeba or Tap checkout. At Voxire we ask for three things before we quote: the pages you need, the systems the site must connect to, and who will update it after launch. Any serious firm should ask you the same.
Why do sponsored firms sit at the top of Clutch?
Because Clutch sells that position. Its published methodology says directories sort sponsored providers first, then Premier Verified, then Verified, then everyone else by Clutch Rank. Verified status is itself a paid product that adds a credit check. So the default order mixes money with merit before rank is applied at all.
On the Lebanon page we read, 3 of the 4 sponsored slots went to firms that show only "Serves Lebanon" and do not appear among the Lebanon-based entries, according to the listing itself. That is not a scandal. It is a sort order you should know about. The methodology says sponsorship changes only the default order, so re-sorting by Clutch Rank removes the paid layer.
The organic rank is more useful. Clutch scores firms out of 40 points, and reviews carry 20 of them, per the same methodology page. Only verified reviews count, and Clutch says it rejected 10% of submitted reviews in 2025 for falsified information. That is a real filter. It also means a new or quiet firm ranks low whatever the quality of its work.
Sortlist works differently. Its Lebanon web development page listed 16 agencies on 2026-09-29, with a "Top Featured" slot held by an agency located in Dubai. Prices are shown as starting points in euros, from EUR 5 to EUR 5,000, and 4 listings had no reviews. The page does not explain how featured slots are chosen.
How much does a website cost in Lebanon?
In our own price list, most Lebanese business websites land between $1,500 and $9,000, depending on whether you need a brochure site or an online store. Voxire publishes those ranges on the web development service page. In our own list, landing pages start from $500, business sites run $1,500 to $4,000, e-commerce stores $3,000 to $9,000, and custom web applications start from $8,000. Every proposal carries a fixed price and a timeline.
Compare that with what the directories print. Sortlist's expert note on its Lebanon page quotes $2,000 to $10,000 for basic SME work, without saying where the range comes from. Clutch shows each firm's minimum project, which tells you whom to rule out but not what you will pay. The deeper breakdown by tier is in our guide to how much a website costs in Lebanon.
The number to watch is not the headline. It is what happens to the price when scope moves. Ask each firm how they charge for a page added in week three.

What should a quote from a Lebanese web developer include?
A usable quote names every page, every integration and every handover item, with a price beside each. If it says "website design and development" and one number, you cannot compare it with anything. Ask for a line-item version before you compare two firms.
These are the lines we put in every Voxire proposal. Expect them from anyone else too.
- Page list and templates, with the number of layouts.
- Content: who writes it, in which languages, and who uploads it.
- Integrations: payments through Areeba, Tap or cash on delivery, WhatsApp, delivery apps such as Toters.
- Hosting and domain: whose account, and who pays the renewals.
- Speed target on mobile, measured against Google's Core Web Vitals, where a good Largest Contentful Paint is 2.5 seconds or less.
- Training, source code handover and the support terms after launch.
The domain line matters more here than people expect. The .lb registry records a holder for each domain. If your developer registered it under their own company, moving away later becomes a negotiation. We register domains in the client's name from day one.
How do you check a firm with no reviews?
You ask for work you can open, then you test it. Two thirds of the Lebanon-based firms on Clutch page one had no reviews when we read it, so this check applies to most of the market. Missing reviews are normal for Lebanese firms. Many clients here hire by referral and never leave a review on a US platform.
Run these five checks on any shortlist:
- Open three live sites they built on your phone, on mobile data, not office Wi-Fi.
- Switch each one to Arabic and see whether the layout flips properly.
- Put one of them through PageSpeed Insights and read the mobile score.
- Call one past client they name. Ask what happened after launch.
- Ask who on their team will write your code, and meet that person.
The phone test matters because Lebanon is mobile first. DataReportal counted 5.38 million internet users at the end of 2025, and 98.1% of mobile connections run on broadband networks. A site that loads slowly on Alfa or touch data loses the visit.
The last check is the one freelancers and small studios pass or fail fastest. If the person who pitched you will not touch the code, you need to know who will. What should you actually do this week?
Write one page describing your site: pages, languages, payment method and who updates it. Send it to three firms, one from Clutch sorted by rank, one from Sortlist, and one from a referral. Ask each for a fixed USD quote with line items and the domain in your name.
Then run the five checks above on all three. You will have a real comparison in about a week. It will say more about the firms than any directory rank.
