Most UAE keyword lists are built in the wrong tool at the wrong price. Owners pay $139 a month for Semrush before checking what Google shows for free. Others skip paid data entirely and trust rounded figures that blur the Arabic half of demand. Below, each option is priced for a UAE business, from Ahrefs Starter at $29 to team plans near $250, with the point where each one stops being useful.
The stakes are clear. DataReportal counts 11.3 million internet users in the UAE, a 99 percent penetration rate, and StatCounter puts Google at 95.8 percent of search in the country. Almost every buyer you want is on Google. What matters is which words they type, and in which script.
Is Google Keyword Planner free?
Yes, with conditions. Keyword Planner costs nothing, but it lives inside Google Ads. Google's help page on Keyword Planner forecasts, pictured below, says you must complete account setup, including billing details, to reach basic features. You do not have to run an ad. The same page explains that average monthly searches are counted "regardless of language" and that volumes are rounded. So the tool will not split Arabic from English demand for you.

Pair it with Google Search Console, which is also free. Search Console shows the real queries your site already appears for, filtered by country. For any site with traffic, it is the most honest keyword source available. It reports what happened, not what might.
Which keyword research tool is best for the UAE?
For one business watching one site, the free stack or Ahrefs Starter at $29 a month is enough. For an in-house marketer running competitor gaps every week, Semrush SEO at $139 a month or Ahrefs Lite at $129 earns its fee. Agencies and multi-brand teams belong higher up. Both paid tools accept Arabic script and let you pick the UAE as the database. Neither tells you which dialect a phrase belongs to. That check stays human.

Annual billing lowers each figure. Both Ahrefs and Semrush advertise savings of up to 17 percent for paying yearly. That only helps if you will use the tool every month of the year.

Do you need separate Arabic and English keyword research?
Yes. Run two passes, not one list translated into the other. An English searcher in Dubai types "villa maintenance company dubai". An Arabic searcher types شركة صيانة فلل دبي, or a looser colloquial version. These are different queries, and page one often shows different competitors for each. Because Keyword Planner averages volume regardless of language, as Google's help page above states, you need to seed each pass in its own script and read the two sets apart.
Then decide the pages. Where Arabic and English searches return the same top results, one page pair linked with hreflang is enough. Lebanese companies selling into Dubai make one mistake more than any other. They reuse Levantine Arabic copy from the Beirut site. Gulf buyers phrase the same need differently. Seed the Arabic pass from UAE results, not from your Lebanese pages.
How do you research keywords with low search volume?
Treat every tool figure as a floor, not a forecast. DataReportal puts the UAE population at 11.4 million, so most commercial phrases show tiny or zero volume in every tool. A phrase listed at 30 searches can still bring the one contract that pays for your year. Judge thin phrases by intent and by who ranks for them, not by the count.
A method that holds up in the Emirates:
- Start in Search Console. Filter by country, sort queries by impressions, export three months.
- Add location modifiers: Dubai, Abu Dhabi, Sharjah, and districts such as JLT or Business Bay.
- Pull question forms in both languages: "how much", "best", "near me", and كم سعر or أفضل.
- Search each priority phrase on Google from a UAE location before trusting any number.
- Group phrases by the page that should answer them. One intent, one page.

How much should a UAE business spend on keyword tools?
Less than most do. A single-site business can run on the free stack, then buy one month of a paid tool when it plans a new section. Ahrefs states there are no contracts and plans can be cancelled at any time, and Semrush lets you cancel or downgrade whenever you choose. A month of Ahrefs Lite at $129 covers a full research sprint. Twelve months of it cost $1,548 before any discount.
A paid tier pays for itself when you track rankings weekly, study several competitors, or manage more than one site. Below that line, you are renting a dashboard you open twice a month.
