Meta ads management in Lebanon runs from flat freelancer retainers to a cut of spend: here is when each model costs you more and who should own the account.
A Meta ads agency in Lebanon should cost less than your ad budget, and it should never own the account your money runs through. Those two tests remove most of a shortlist before the first call. Facebook reached 3.45 million people in Lebanon at the end of 2025 and Instagram reached 2.95 million, according to DataReportal's Digital 2026 Lebanon report. Almost every Lebanese business can find buyers on Meta. The hard part is hiring someone who spends that budget as if it were their own.
What follows is how Meta ads management is priced in Lebanon in 2026, when each pricing model costs you more, what a competent agency should manage, and how Voxire runs paid social for its clients.
How much do agencies charge for Facebook ads?
Lebanese freelancers charge about $150 to $800 a month to manage Meta ads, and percentage agencies take 10% to 20% of spend, per Furrsati's 2026 rates guide. The ad budget goes to Meta on top of that fee. A quote that blends the two into one number hides what you pay for labour, so ask for them on separate lines.
The spread is wide because the scope is wide. Management only, where you hand over finished creative, sits around $150 to $400 a month. Add copywriting, design and short video and the same Furrsati guide puts it at $400 to $800. Percentage pricing usually comes with a minimum fee underneath it, because a cut of a small budget does not pay for the hours. L'Atelier Growth's buyer guide describes the same two models for the Lebanese market.
| Who you hire | How they price | Typical monthly fee | What is often missing |
|---|---|---|---|
| Freelancer, management only | Flat retainer | $150 to $400 | Creative, tracking setup |
| Freelancer with creative | Flat retainer | $400 to $800 | Conversions API, outcome reporting |
| Agency on percentage | 10% to 20% of spend, with a floor | Grows with your budget | Creative billed separately |
| Agency on flat retainer | Fixed fee by scope | Quoted per scope | Incentive to cut wasted spend |

When does a percentage fee cost more than a flat retainer?
A 15% fee costs more than a flat $300 retainer once your monthly Meta budget passes $2,000, using the fee bands in Furrsati's rates guide. Below that line the percentage looks cheaper on paper, but it rarely pays for tracking or creative work. L'Atelier Growth reports the same 10% to 20% band.

Percentage pricing rewards an agency for spending more of your money. It does not reward spending it better. A flat fee rewards efficiency, though it can drift into neglect when nobody reads the numbers. The fix is the same in both models: a monthly report that puts cost per lead or cost per sale next to what you paid the agency.
Is $1000 enough for Facebook ads?
Yes, $1,000 a month is enough to test one offer on Meta in Lebanon, which works out to about $33 a day. Meta sets minimum budgets by country and objective, per its budget guidance. The audience is there too: Facebook alone reaches 3.45 million people in Lebanon, per DataReportal.
What breaks a $1,000 budget is spreading it thin. Split across four campaigns, each one gets roughly $8 a day, which leaves little data for the delivery system that Meta's budget guidance says it needs to deliver consistently. Keep it narrow.
At Voxire we start a new account on one campaign, one offer and two or three creatives. We widen the test only after the cost per result holds steady for two weeks. For a Beirut clinic that might mean a WhatsApp click campaign for a single treatment. For a shop, it means one product with a clear delivery promise.
What should a Meta ads agency in Lebanon actually manage?
A competent Meta ads agency manages four things: tracking, campaign structure, creative and reporting. Boosting posts from your Page is none of them. If a proposal never mentions the Meta Pixel and the Conversions API, the agency cannot prove which ads produced sales, and you are paying for reach.
- Tracking first. The Pixel plus the Conversions API, with purchases, leads or WhatsApp clicks defined as conversions before any money is spent. Server events survive the browser blocking that breaks Pixel-only setups.
- Structure. Prospecting, retargeting and existing-customer campaigns kept apart, so one budget does not quietly eat another.
- Creative in volume. Fresh angles every few weeks, in Arabic and English, with vertical video for Reels and Stories.
- Reporting on money. Cost per lead, cost per purchase and return on ad spend. Likes are not a result.
Tracking is the first week of every Voxire paid social engagement. Nothing launches until a test purchase or a test lead shows up in Events Manager. That one rule removes most of the guesswork Lebanese owners describe after a bad agency experience.
Who should own the ad account and the card paying Meta?
You should own the business portfolio, the ad account, the Pixel and the payment method. The agency gets partner access, which you grant and revoke from your own business settings. If an agency runs your ads from its account, every audience and every month of learning leaves with it when you part ways.
This is where Lebanese card problems push owners into bad deals. Since the banking crisis, many local cards fail on international payments, so agencies offer to run spend on their own card and invoice you. That convenience often hides a markup on spend and keeps the real Ads Manager numbers out of your sight. A fresh-dollar card in the company's name keeps billing visible to you.
When Voxire takes over an existing account, the first check is who owns it and which card pays for it. If the answer is a previous agency, moving ownership comes before any new campaign.
Which red flags should end the first call?
Walk away if an agency guarantees a return on ad spend, keeps your ad account, or reports only reach and likes. Each of those means you cannot check its work. Ask to see a live report from another client with the name removed. An agency that tracks results will have one ready.
- Fee and ad spend merged into one invoice line.
- No question about what counts as a conversion for your business.
- A partner badge offered as proof of results. Meta's Business Partners programme recognises agencies, but a badge says nothing about your account.
- A long contract signed before a single campaign has run.
The same tests work for any marketing hire. Our guide on how to choose an SEO agency in Lebanon applies them to search.
How does Voxire run Meta ads for Lebanese businesses?
Voxire charges $300 to $600 a month for paid ads management, on top of the ad spend you pay Meta directly. Full digital marketing retainers start at $800 a month. Both figures are our own published prices, listed on the digital marketing service page, and the management fee is quoted by scope rather than as a cut of spend.
The first two weeks go to tracking, account ownership and campaign structure. Creative follows in Arabic and English, built for the placements your buyers actually scroll. Every month you get spend, cost per result and the next test we plan to run, in plain language.
Sometimes Meta is the wrong channel. A plumber or a lawyer often wins more from people already searching. When the numbers point that way, we say so, and our comparison of Google Ads vs Meta Ads in Lebanon shows how we make that call.
What should you actually do this week?
Open Ads Manager this week and check who owns your ad account and which card pays for it. If the answer is your agency, ask for ownership to move into your own business portfolio before you renegotiate anything else. Then ask for the fee and the ad spend on separate invoice lines.
- Write down your monthly Meta budget and work out what a percentage agency would take from it. Compare that figure with the flat retainers you have been quoted.
- Ask every shortlisted agency how it tracks a conversion. Listen for the Conversions API.
- Pick one offer and test it for a month before you add a second.
