Best Payroll Software in Saudi Arabia 2026: Jisr vs Zoho

A Saudi buyer comparison of Jisr, palm.hr, Zoho Payroll and Odoo on what decides the shortlist: which vendors publish a price and which do not, the two GOSI contribution schemes running side by side in one payroll, and the end of service arithmetic software gets wrong on resignation.

On 6 August 2026 the last of Saudi Arabia's indefinite-term employment contracts moved onto the new Qiwa standard form. That contract gives the wages clause its own execution number, enforceable through the Ministry of Justice portal Najiz without first filing a labour court claim. Payroll software in the Kingdom stopped being a bookkeeping convenience on that date. It became the record an enforcement action reads.

What is the payroll system in Saudi Arabia?

Three government systems have to agree on one number. Qiwa holds the employment contract and its wage clause. GOSI holds the contributory wage and collects social insurance on it. Mudad carries the Wage Protection System file that proves you paid what the contract promised. Software earns its licence by keeping the same figure in all three every month, without anyone retyping it.

Miss on one and the other two testify against you. A Qiwa contract stating SAR 12,000 against a Mudad file showing SAR 10,000 is not a rounding error. It is documentary evidence, and since August it is evidence attached to an execution number.

Does your payroll run two GOSI schemes at once?

Almost certainly, and this is where cheap systems break. GOSI split its contribution structure on 3 July 2024. Staff registered before that date stay on the old rates. Everyone hired since sits on a new schedule that steps up half a point every July. Both schemes run inside the same payroll file, for the same company, in the same month.

Rates for 2026, per the Mercans statutory alert:

Two details cost more arguments than the rates themselves. The contributory wage is basic salary plus housing allowance only, and it is capped at SAR 45,000 a month. Every other allowance you pay never reaches GOSI at all.

That gap is why employees think they are being cheated. A thread in r/RiyadhExpats this year opens with an employee finding their GOSI wage roughly a fifth below their payslip. The commenters get it right: the base excludes most allowances, and the GOSI record is what a judge reads. One put it bluntly: "Your gosi is everything."

So ask a vendor which scheme a given employee is on, and how the system knows. If the answer is a spreadsheet column somebody maintains by hand, you have bought a calculator.

How much does payroll software cost in Saudi Arabia?

Between SAR 7 and SAR 25 per employee per month for the licence, and roughly one to three months of internal time for the setup. The licence is the small number. Say so to anyone quoting you a per-seat figure as though it were the cost.

Most of the market does not publish a price at all. Jisr's pricing page offers a quotation request and a demo booking, no figures. PalmHR publishes one tier, Starter at 1,000 AED a year for up to 15 employees, and that tier excludes payroll processing; Core and above are quote-only with a ten-employee minimum, priced in dirhams rather than riyals. The per-employee numbers circulating in every Saudi HR listicle, SAR 17 for Jisr and SAR 19 for PalmHR, appear on none of those vendors' own pages.

Zoho Payroll's Saudi pricing is the exception, and it is priced per organisation rather than per head:

Prices exclude VAT. At 50 staff the Professional plan works out to SAR 550 a month, or SAR 11 per employee. That is the honest arithmetic the per-seat quotes are competing against.

What actually moves the total: cleaning your employee master data before migration, the first two Mudad cycles running in parallel with your old process, and any integration into accounting. Budget for those or they arrive as overtime.

Why does Mudad reject a wage file?

Usually for something small and structural. An IBAN that does not match the employee's registered name. A worker paid this month who was never registered in Qiwa. A net figure that disagrees with the contract. A submission that arrives after the cut-off, which is at least one business day before payday, with most employers required to pay inside the first ten days of the month.

The failure that hurts is the silent one. File formats change, and a system that keeps generating last year's layout will keep producing a file that looks fine locally and lands wrong. Ask how the vendor ships format updates, and whether you find out from the software or from the bank.

How do you calculate end of service benefits without a dispute?

Half a month's wage for each of the first five years, then a full month for each year after, based on last basic salary plus housing allowance. Article 84 of the Labour Law. The part software gets wrong is resignation, where entitlement is fractional: nothing under two years, one third from two to five years, two thirds from five to ten, full above ten. Termination pays full accrual after one year.

Accrue it monthly. A company that discovers its end of service liability the week someone resigns is carrying an unfunded number it never wrote down.

When does a custom build beat a licence?

Rarely for payroll alone, and the vendors are right about that. Mudad, GOSI and Qiwa change on their timetable, and maintaining three integrations against moving targets is a product commitment, not a project.

It changes when payroll is one input to something the packages do not model. Piece-rate or per-shift pay across sites. Attendance from equipment rather than a phone app. A holding company running several entities that need one consolidated view and separate filings. What should you actually do this week?

Four things, in this order.

  • Open Qiwa and confirm every employee sits on the new contract form. The indefinite-term deadline passed on 6 August 2026.
  • Pull one payslip, one Qiwa wage clause and one Mudad line for the same employee and check that the three agree.
  • Ask your current system which GOSI scheme each Saudi employee is on. If it cannot answer per employee, that is your shortlist trigger.
  • Get your end of service accrual onto the balance sheet, calculated on basic plus housing.

Then shortlist on compliance depth, not on the per-seat price. Every vendor on this page can run a payroll. The difference is what happens the month a format changes.
