A Dubai buyer comparison of Zoho, HubSpot and Salesforce on what actually decides the shortlist: per-seat price after VAT, the onboarding fee nobody quotes, WhatsApp message cost, and where your customer records sit.
A Dubai company with a DET trade licence can claim $1,800 of Zoho credit. That one number reorders the shortlist for most small businesses in the emirate, and it appears on no CRM comparison written outside the UAE. What follows compares Zoho, HubSpot and Salesforce on what a Dubai buyer actually pays for: the per-seat price after VAT, the onboarding fee nobody quotes, the WhatsApp message bill, and where your customer records physically sit.
Which CRM is best for a small business in Dubai?
Zoho, for most of them. HubSpot if your sales team lives in email and you can absorb the onboarding fee. Salesforce if you are regulated, or if a parent company already standardised on it.
That is the short answer. The table is where it earns its keep. Every figure below came off the vendor's own pricing page on 31 August 2026, billed annually, before UAE VAT.

Two rows do most of the work here. The onboarding row, because HubSpot's Professional plan carries a one-time US$1,500 fee stated in a footnote rather than in the headline price, and Enterprise carries US$3,500. And the DET row, the only line in the table that exists because of where you are.
The last row deserves a look as well. None of the three publishes a dirham price, and Salesforce's currency switcher offers the dollar, pound, euro, yen, Australian dollar and Swedish krona. No dirham. You budget in a currency the vendor will not quote.
How much does a CRM cost in the UAE?
Three numbers decide it: the seats, the fee to get started, and who configures the thing.
Take a ten-person sales team. Zoho Professional is US$160 a month. HubSpot Professional is US$900 a month plus that one-time US$1,500. Salesforce Pro Suite is US$1,000 a month. By our own arithmetic on those published rates, a first year runs roughly US$1,920, US$12,300 and US$12,000.
Add 5 percent VAT to all of it. Zoho's pricing page states plainly that local taxes are charged on top of the listed rates, and the other two behave the same way.
Then add the cost nobody tables. Someone has to import your contacts, build the pipeline stages, wire the forms and train the team, which on ten seats is normally a few weeks. Price it before you sign. It frequently exceeds year one of a Zoho licence and rarely exceeds a Salesforce one, which inverts the ranking buyers expect.

Can a Dubai trade licence get you Zoho One free for a year?
Yes, and the conditions are worth reading before you commit a fortnight to setup.
Zoho's own DET page sets out the offer. You need a registered DET trade licence number. The credit is $1,800 in Zoho wallet credits, valid one year from the start date. It is open to new Zoho customers only, in the UAE only. Credits land within 30 days of the Department validating your licence. Zoho One itself bundles more than 45 applications. The same page states that when the credits run out you get a one-time 5 percent discount on whatever package you choose.
Read the word "credits" carefully. This is not a free year of anything specific. It is a balance that drains at list prices, so a team of six on a mid-tier plan will finish the year with credit left over, and a team of twenty-five will not.
A Dubai service-business owner asking about exactly this on r/CRM put the real risk in one line: "I don't want to waste weeks setting it up if it's not good." The thread drew two replies, both from vendors touting for the implementation work. Nobody answered the question.
So here is the answer. Claim it if Zoho is already on your shortlist. Do not claim it to work out whether you want a CRM at all. Free credit on a system nobody adopts still costs you the weeks you spent configuring it.
Does your CRM data have to stay inside the UAE?
For most businesses, no. Agency blogs telling you otherwise are overstating the law.
The relevant statute is Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law. It governs how you process personal data and applies whether that processing happens inside the country or outside it. It is broadly built on consent. It does not impose a blanket rule that customer records must sit on UAE soil.
Health data is the exception, and it carries a real penalty. Federal Law No. 2 of 2019 on the use of information and communication technology in health fields has been in force since May 2019. Health information tied to services delivered in the UAE may not be stored, processed or transferred abroad without approval from the health authority. The fine for getting that wrong runs from AED 500,000 to AED 700,000.
That splits the decision cleanly. A Dubai clinic, a diagnostics lab or a medical insurer has a hosting constraint written into law, and Salesforce's own page says Hyperforce in the UAE supports UAE data residency requirements. It is the only one of the three offering in-country storage. A furniture trader has no such constraint and should not pay Salesforce prices to solve a problem it does not have.
How do you connect WhatsApp to a CRM without the message bill running away?
Whether WhatsApp costs you anything is decided by the message window, not by which CRM you bought. Almost nobody selling you a CRM will mention this.
Meta moved to per-message pricing on 1 July 2025, replacing the old per-conversation model. Its pricing documentation sets out what that means in practice:
- A customer messaging you opens a 24-hour customer service window.
- Inside that window, ordinary replies cost nothing, and so do utility templates such as an order confirmation.
- Marketing templates are charged every single time, window open or not.
- A click-to-WhatsApp advert opens a 72-hour free entry point window in which everything you send is free.
Two details are specific to where you are trading. The UAE has its own line on Meta's rate card, keyed to the 971 calling code, while Lebanon's 961 is priced as part of a regional bucket. And the dirham became a WhatsApp billing currency on 1 April 2026. Rates move too: the UAE marketing rate rose on 1 October 2025, and further changes to service and utility pricing land on 1 August and 1 October 2026.
The consequence for your shortlist is narrow and useful. Buy the CRM whose WhatsApp integration knows the difference between a reply and a marketing template, and can see whether the window is still open. A tool that sends every outbound message as a marketing template will bill you for conversations that should have been free.
What does the e-invoicing mandate change for your CRM?
Nothing directly. Your CRM does not issue tax invoices. What it changes is the handoff, and the handoff now has a date attached.
Businesses under AED 50 million in revenue must appoint an accredited service provider by 31 March 2027 and go live by 1 July 2027. Above that threshold the dates are 30 October 2026 and 1 January 2027. The UAE model is decentralised and runs over the Peppol network, so providers have to be Peppol-certified rather than simply approved.
Your CRM holds the quote. Something else has to turn that quote into a compliant invoice. Choose a CRM that hands a quote to your accounting system cleanly, and settle the accounting side first: we covered that decision in Best ERP in UAE 2026.
When is a custom build better than a CRM subscription?
Rarely, and never for the reason founders give.
Licence cost is the wrong reason. At Gulf developer rates, one engineer for one month costs more than several years of Zoho seats. If the subscription is the problem, you have a seat-count problem, not a software problem.
A build wins when the thing that makes you money is the thing no CRM models. Freight forwarders, equipment rental fleets and multi-entity contracting groups tend to have one workflow at their core that no standard pipeline fits. The pattern that works is unglamorous: run a standard CRM for the pipeline, build only the piece that is yours alone, and connect the two properly.

What should you actually do this week?
Check your trade licence first. If it is a DET licence and Zoho is anywhere on your list, claim the credit now, because validation takes up to 30 days and the clock on the credit starts after that.
Then decide whether you are constrained at all. Handling health data means the hosting question is settled for you and Salesforce is the short list. Everyone else should stop treating data residency as a requirement and treat it as a preference with a price on it.
Get a written implementation quote, not a licence quote, from whoever will configure it. Ask each vendor or partner to demonstrate one WhatsApp reply inside an open window and one marketing template, and to show you which of the two got charged. Then compare three years, not one.
